Romania is one of the EU's fastest-growing economies and has a substantial public procurement market significantly boosted by EU structural funds and PNRR investment (€29.2B allocated). The e-procurement platform SEAP/SICAP has been modernised and is the mandatory national system. Romania's proximity to Spanish-speaking procurement culture (Romance language family) offers a modest natural affinity.
