Bulgaria has a centralised public procurement system managed by the Public Procurement Agency (AOP — Агенция по обществени поръчки). The CAIS-EPP electronic platform is the mandatory system. Bulgaria faces persistent challenges around procurement transparency and corruption, which have triggered EU scrutiny. However, PNRR and EU structural funds are driving a significant increase in procurement volume. Bulgaria joined the Schengen Zone in 2024 and adopted the euro in 2025, signalling deeper EU integration.
